A new 20 hectare development off Ashley Place is set to add another 240 houses to Papamoa.
Papamoa's newest subdivision, Manawa – The Heart of Papamoa is owned by Nga Potiki a Tamapahore Trust, whose property experience includes Pacific Coast Retirement Village on Papamoa Beach Road, as well as several small community housing developments.

The launch event was held on Friday at Henry and Ted café, and included an address by Minister for Maori Development Te Ururoa Flavell. Also in attendance were Councillor Max Mason, Tauranga City Council CEO Garry Poole, and representatives from local iwi.

Manawa project manager Peter Cross leads the team, which includes Stratum Consulting, Boffa Miskell, PSL Advisory and others, who are well known in the Tauranga property development industry.

“We are fortunate to have a team of very experienced and highly regarded professionals in this industry who are excited to create something a little bit special.”

The overall design reflects Nga Potiki values around kaitiakitanga and sustainability – from the natural eco system that will be used to filter storm water, to the favouring of native plants over exotics. The use of green space will be maximised with walkways throughout the subdivision, common greens and a large reserve ensuring the walk to the beach provides protective shading from the Papamoa summer sun.

“The whole development is designed to encourage interactions with each other. A modern take on the neighbourhoods we grew up in where kids played happily in the street,” says Peter.

"Manawa is determined to be a subdivision that we all can be proud of for generations to come. Our strict design guidelines ensure the houses are all built to the highest quality and adhere to the vision for the subdivision.

“Our partner builders, Mike Greer Homes, GJ Gardner Homes, Generation Homes and Signature Homes have been working together to create something really special.”

Future stage plans include a commercial area and more park and greenspace. A retirement village is also being considered. Public artworks within the subdivision are also planned.

The Ministry of Education has announced a new primary school will also be built in the vicinity in 2019.
House and Land Packages are now available. People who are registered members of Nga Potiki a Tamapahore may qualify for a subsidy on their section purchase. The amount of the subsidy will be based on a percentage of the land package value.

Nga Potiki follows other Maori corporations making investment in property. Tainui and Ngai Tahu are just two who have experienced significant success.

The Maori asset base is now worth upwards of $43 billion. About 30 per cent of this asset base is held by Maori collectives, with the rest held by Maori employers and self-employed (largely in small and medium enterprises or SMEs).

A new 240-home Papamoa subdivision which will include some housing subsidies for Maori could set a "precedent for the future".

The residential development - named Manawa, which means "Heart" - was on 20 hectares of Te Houhou settlement land Nga Potiki bought, and was the first development of its type in Tauranga, Nga Potiki Trust chairman Colin Reeder said.

Building companies had bought a large percentage of the sections, and land and house packages were expected to start at $700,000, but some had been set aside for members of Nga Potiki hapu.

Stage one of the project included 110 sites, with 40 sites still owned by Nga Potiki, and was launched yesterday.

Manawa project manager Peter Cross said the overall design reflected Nga Potiki values around kaitiakitanga and sustainability, with a natural ecosystem, native plants and green space.

"The whole development is designed to encourage interactions with each other. A modern take on the neighbourhoods we grew up in where kids played happily in the street," he said.

Nga Potiki Trust Board deputy chairwoman Victoria Kingi said future stage plans include a commercial area and public artworks, and a retirement village was also being considered. The area had also been earmarked by the Ministry of Education for a new school in 2019.

"As a treaty settlement tribe it is fantastic that we are able to add to our commercial 
Investments and be able to provide more meaningful benefits to our members," Ms Kingi said.

"It is definitely a precedent for future developments and the first time in Tauranga that a Maori corporation is involved in property investment for the residential market."

Mr Reeder said it was a "legacy development which acknowledged local culture and history". Streets would be named after women of Nga Potiki, including those taken captive in Musket Wars in the 1800s.

Te Ururoa Flavell, Minister for Maori Development, said Tauranga was leading the way in housing solutions.
''This is a model for others to follow ... let's spread wings and get this happening across the country.''

Tauranga City Council Economic Development and Investment Committee chairman Max Mason said it was a very sophisticated response to Tauranga's housing issues.

"It is a high-quality partnership which focuses on people's needs for affordable housing by offering subsidies, but it is not a cookie-cutter approach - it's an upmarket development with highly regarded commercial building partners and there are a range of housing options on offer from house and land packages, [to] license to occupy and house rentals".

It would make people sit up and take notice, he said.

"It is Maori taking the lead in providing housing solutions, and commercial partners coming on board. I think the way the region's housing issues will be solved is through more partnerships of this type, and there is certainly an opportunity for Maori and hapu members to look to investments like this that provide both a commercial return and excellent social outcomes.

"It is a win, win for everyone in the community."

Priority One projects manager Annie Hill said the provision of additional housing stock would be great for the city from an economic development perspective.

"It will help keep housing prices steady, meaning that we will be able to continue to attract both skilled and unskilled people that are required by our local businesses."

It was great to see the mixed housing options planned for the development, she said.

"Our local iwi are real leaders in the creation of innovative housing solutions, particularly the development of modern papakainga-style housing. It would be great to also see a mix of housing typologies that would be suitable for people at every stage of their life.

"This includes more one- and two-bedroom homes, duplexes and apartments, and housing that creates more innovative ways of living in a community."

Papamoa East had been identified as one of Tauranga's key urban growth areas in the SmartGrowth spatial plan and considerable development is expected there over the next few years, she said.

Subsidy rules
Qualifying Nga Potiki members will be able to apply to purchase sections with subsidies. 
* To qualify for a subsidy, a buyer must be a hapu member and satisfy normal lending criteria of the banks. 
* The level of the subsidy will vary depending on the total cost of the house and land package. 
* If the buyer onsells the house at a later date they can keep the capital gain, less the percentage of the subsidy.
* Nga Potiki will then use those funds from the capital gain to assist other members.

A new 20ha development launched in Papamoa today, to add another 240 houses to the beachside suburb.

The new subdivision 'Manawa - the Heart of Papamoa' is owned by Nga Potiki a Tamapahore Trust, whose property experience includes Pacific Coast Retirement Village on Papamoa Beach Rd as well as several small community housing developments.

Minister for Maori Development Te Ururoa Flavell, Tauranga councillor Max Mason and Tauranga City Council chief executive Garry Poole joined the launch event at Henry and Ted Cafe this afternoon.

Manawa project manager Peter Cross said it was determined to be a subdivision that "we all can be proud of for generations to come".

"Our strict design guidelines ensure the houses are all built to the highest quality and adhere to the vision for the subdivision."

Future stage plans include a commercial area and more park and greenspace. A retirement village was also being considered. Public artworks are expected and a new primary school will be built in the area in 2019.

Ngā Potiki Housing Hui

On Saturday 1st July 2017 at Tahuwhakatiki Marae, Welcome Bay, Ngā Potiki held a hui for those who had filed an Expression of Interest for a house and land package in Manawa Stage One. The hui explained the criteria and the model (how it will work) and gave applicants an opportunity to ask questions.

Manawa Site Blessing

On Monday kaumatua, trustees and members of Nga Potiki, gathered with cultural monitors, archaeologist, previous lessees, Papakainga Solutions and others involved in the project to officially bless the land for the Manawa Papamoa development, ahead of earthworks.

This marked an historic moment for both Ngā Potiki and the Manawa Papamoa development as initial works begin, ahead of the bulk earthworks which are scheduled to start in the next few months. The archaeologist was also present to check for archaeological sites, alongside Nga Potiki RMU monitors who were checking for any cultural heritage.

An affordable housing project set to provide 240 houses on Papamoa settlement land has been officially launched.

Hapu Ngā Potiki launched the 20ha Manawa - The Heart of Papamoa Special Housing Area on Saturday, with 30 per cent of the house sites set aside for Ngā Potiki people.

The first stage of project was planned for early 2017 with a total of 110 sites, 40 of which were for Ngā Potiki members.

The residential-zoned development is on Te Houhou settlement land and the project intended to both reflect the hapu's connection with the land and provide affordable, quality housing for its people.

The remaining sites would be sold to a national group of building companies to be released to the public for commercial return.

Waiariki MP and Māori Party co-leader Te Ururoa Flavell said the housing project would not only create homes for Ngā Potiki descendants but also for the wider community.

"Ngā Potiki a Tamapahore has already done some great work, fixing homes belonging to their whānau that were in real need of repair."

"I'm really looking forward to seeing more of our people living on their ancestral whenua in the heart of Papamoa," he said.

Ngā Potiki Trust board deputy chairwoman Victoria Kingi said the development meant the trust would still retain up to 60 per cent of the entire block.

"It's going to transform lives for people who can't buy in the market.

"Basically, we are assuring our members if they buy a house-and-land package, it will be very affordable.
"We can not only provide a commercial return, but also achieve social outcomes."

The group of building companies had signed up to take on apprentices though the Maori Pasifika training programme.

The Manawa development project would have a mix of rentals, license to occupy and house and land packages.

Waiariki MP and Māori Party co-leader Te Ururoa Flavell said Ngā Potiki a Tamapahore had already done some great work, fixing homes belonging to their whānau that were in real need of repair.

He said in June this year, the trust secured more than $324,000 from the Māori Housing Network.

"Now the trust has taken their iwi's housing aspirations to the next level with their housing project Manawa and I'm really looking forward to seeing more of our people living on their ancestral whenua in the heart of Papamoa.

"Not only does the trust's housing project create homes for their descendants but for the wider community as well."

MANAWA HOUSING DEVELOPMENT : QUALITY AFFORDABLE HOUSING OPTIONS FOR NGA POTIKI MEMBERS

​If you have been following our progress you will know that Nga Potiki has been working on a housing development project for the Te HouHou settlement land in Papamoa. We are now at the stage where we can formally launch the project and will do so at the November AGM.

A lot of work has occurred behind the scenes to make this happen.  Including securing an early release of Te HouHou from the Crown ahead of settlement legislation being passed.  This means Nga Potiki will receive title to Te HouHou ahead of all other settlement transfers under the Ngai Te Rangi and Nga Potiki Treaty Settlement.

The Housing project will be called MANAWA – “The heart of Papamoa” and has been designed to reflect our historical and cultural connections to this land while providing for much needed quality affordable housing for Nga Potiki members and also a commercial return on the sites that will be sold to Group Builders.  There will be a total of 240 house sites and 30 percent of the development will be set aside for our members.

Civil Works are planned for Stage 1 to progress in early 2017 being a total of 110 sites with 40 of those set aside for Nga Potiki members to apply for.  The housing options will be explained at the AGM but essentially include a mix of affordable rentals; licence to occupy (where you own the house not the land); and affordable house and land packages (you own the house and land).
